Record of Violations
AGENCY: Federal Motor Carrier Safety Administration (FMCSA), Department of Transportation (DOT).
ACTION: Final rule.
[Docket No. FMCSA–2018–0224]; RIN 2126–AC15
SUMMARY: FMCSA amends its regulations to eliminate the requirement that drivers operating commercial motor vehicles (CMVs) in interstate commerce prepare and submit a list of their convictions for traffic violations to their employers annually. This requirement is largely duplicative of a separate rule that requires each motor carrier to make an annual inquiry to obtain the motor vehicle record (MVR) for each driver it employs from every State in which the driver holds or has held a CMV operator’s license or permit in the past year. To ensure motor carriers are aware of traffic convictions for a driver who is licensed by a foreign authority rather than by a State, the Agency amends the rule to provide that motor carriers must make an annual inquiry to each driver’s licensing authority where a driver holds or has held a CMV operator’s license or permit.
DATES: This final rule is effective May 9, 2022.
Comments on the information collections in this final rule must be submitted to the Office of Information and Regulatory Affairs (OIRA) at the Office of Management and Budget (OMB) by April 8, 2022.
Petitions for Reconsideration of this final rule must be submitted to the FMCSA Administrator no later than April 8, 2022.

We recommend dealers utilize their FSA VIN Lists name and address to contact customers with affected vehicles. This will help minimize the number of vehicles that may develop a frame rail crack, which requires a more extensive repair. FSA VIN Lists are expected to be available by week of October 25, 2021.
Vehicle Model Year Assembly Plant Build Dates
F550 2017-2020 Kentucky January 12, 2016 through May 21, 2020
F550 2017-2020 Ohio February 17, 2016 through May 21, 2020
Affected vehicles are identified in OASIS and FSA VIN Lists.
This program includes vehicles that are used in specific vocation only, which may be particularly affected by this condition due to duty cycle. These vocations include:
Service Bodies with Hoists
Waste Hauler Roll-Offs
REASON FOR THIS PROGRAM:
In some of the affected vehicles certain second unit body (SUB) upfits could cause stress points on the frame rail. Over time this stress could cause a crack in the frame rail behind the cab.
